Antique Victorian Blue to White Art Glass Perfume Bottle w/ Enameled Decoration. Probably contains manganese which ONLY glows under 365 nanometer(nm) UV light. Please note it does not glow under 395nm UV light at all!

Please see the last picture which shows the UV light that I used in the video. Very good condition with minor surface wear. The stopper has some factory imperfections.
